Menaf Turan
Professor of Public Administration, Van Yüzüncü Yıl University
He completed his master's degree at Mersin University, Institute of Social Sciences, Department of Public Administration and his doctorate at Ankara University, Institute of Social Sciences, Department of Political Science and Public Administration in 2008. He became an Assistant Professor in 2009 and was promoted to Associate Professorship in October 2013 in the field of local administrations, urban and environmental policies and became a full professor in the same field in 2018. He has been working as a faculty member at Van Yüzüncü Yıl University Department of Public Administration since 2008. He teaches courses on local governments, urban policies, urban economics, environmental policies, city and law, disaster management and policies. Also, between the years 2014 and 2017 he conducted courses on the zoning law, local governments, housing policy and urban economics in Turkey at Ankara University, Institute of Science and Technology Department of Real Estate Development and Management Graduate Program. He has published books, book chapters, national and international articles on municipal administration, urbanization, zoning, disaster, housing policies, urban transformation, development agencies, strategic planning, local development and the Presidential Government System.
Since 2015, he has served as TOBB Van Academic Advisor and between 2016-2018 he served as the Head of the Department of Public Administration and Vice Dean of the Faculty of Economics and Administrative Sciences at Van University. He was a member of the Specialized Commission for Local Governments 11th Development Plan, director of Van YYU Centre for Urban Studies, and Chair of Van Tusba City Council. In addition, he was also the producer and the presenter of the TV program, “Weekly Analysis,” broadcasted by the Van-based TV channel, Kanal M.
