Tarkan Oktay

Prof. Dr., Istanbul Medeniyet University & Turkish Presidency Local Governments Policy Council

He graduated from Istanbul University, Faculty of Political Sciences, Department of Public Administration in 1995 and completed his master's degree (1998) and doctorate (2005) at Marmara University, Department of Local Administrations. In 2005, he started to work as an assistant professor in Marmara University Local Governments Program and moved to Istanbul Medeniyet University, Faculty of Political Sciences, Department of Political Science and Public Administration in 2011. Having become an associate professor in the field of local governments in 2012, Oktay continues his research at the same university. Involved in many local government projects, his research interests include local government policies, local councils, metropolitan government, strategic planning, youth, sister cities, institutional capacity building and local government history.
